CandyBar - a pixel doll maker made using the assets on candybar.co.kr, a now defunct website

Charat - a japanese website with a variety of character creators.

Doll Divine - an oldie, but a goodie - dress up games of all kinds! mostly humans, but includes animals as well.

Gaia Online - you must make an account to use it, but you can create characters using many different options! (colour palette guide)
